VABTC / APEC Business Travel Card Application Assistance
VABTC (Virtual APEC Business Travel Card) is the mobile version of the APEC Business Travel Card. Since April 21, 2025, approved Korean cardholders have been able to use the ABTC mobile app, with newly approved economies reflected digitally as the international pre-clearance process progresses.
19 Fully Participating Economies
For approved economies, ABTC holders may make eligible short-term business visits without separately obtaining an entry visa under the ABTC scheme. The United States and Canada are transitional members, so separate visa or entry authorization rules still apply while ABTC fast-track benefits may be available.
Dedicated Immigration Lanes
ABTC holders can use designated APEC/ABTC lanes at participating international airports, making the card particularly useful for executives and businesspeople who travel frequently within the APEC region.
Approval Status Updated Digitally
As additional economies grant pre-clearance, the VABTC app can reflect the updated approval status without waiting for a replacement physical card.
Up to Five Years
An ABTC can be valid for up to five years, but actual validity may be shortened by the passport expiration date. Passport validity should therefore be checked before filing.
VABTC Eligibility: Both Company and Applicant Matter
Company Eligibility
The applicant company must qualify under an applicable business category, such as a trading company, overseas-investment company, overseas-construction company, foreign-invested company or exhibition business. The evidence differs by category and may include trade, investment or other objective business-performance records.
Individual Eligibility
The individual applicant should hold an eligible Korean passport and satisfy applicable business-travel, departure-restriction and criminal-record requirements. Recent business travel to participating APEC economies is an important part of the Korean eligibility review.
Proving Genuine Business Travel
Travel history alone may not be enough. Where the purpose of a trip is unclear, supporting evidence such as business-trip orders, meeting records, contracts or other documents may be needed to establish a genuine commercial purpose.
From Eligibility Review to Mobile Card
Eligibility Review
Review the company category, business results, employee size and the applicant’s travel and personal eligibility.
Prepare Evidence
Organize company documents, personal documents and any explanation required for the selected qualification route.
Domestic Review
The filing proceeds through Korea’s ABTC system and the relevant domestic eligibility and recommendation process.
MOJ & APEC Review
Following the Korean review, pre-clearance by participating APEC economies proceeds individually.
Use VABTC
After activation, the cardholder uses the ABTC mobile app and checks the approved economies before travel.

A Korean Criminal / Investigation Record Check may be required for an overseas visa, permanent residence, citizenship or other immigration-related process. Since February 13, 2024, Korean diplomatic missions use the title “Criminal/Investigation Record Check” for the certificate previously called the Background Check (Criminal Records) Certificate.
Correct Purpose of Issuance
The correct certificate must be selected according to the lawful purpose, such as a foreign visa, permanent residence or citizenship application. Criminal-record information may only be obtained and used for a legally permitted purpose.
Domestic Issuance
Depending on the permitted purpose, applicants can use the Korean National Police criminal-record system or the competent police authority and follow the applicable identity-verification procedure.
Applicants Residing Abroad
Korean nationals living abroad and qualifying foreign nationals with a Korean residence history may use the procedure available through a Korean diplomatic mission. In-person identity verification is generally required for a mission filing.
Apostille, Legalization & Translation
The receiving authority may require an apostille, consular legalization, embassy authentication or translation. The final destination’s requirements should be confirmed before the document is issued and authenticated.
Proxy Procedures for Applicants Abroad Are Limited
Criminal and investigation records contain sensitive personal information, so they cannot be handled like ordinary civil documents. Korean rules nevertheless allow proxy procedures in specified circumstances, including certain foreign entry or stay-permission purposes, when the statutory identity, authorization and supporting-document requirements are satisfied.
Confirm Overseas Residence
First confirm that the applicant is abroad, why the record check is required and which lawful issuance category applies.
Applicant-Signed Authorization
The applicant may need a personally completed authorization and identity documents. A confirmation by a Korean consular officer can affect which additional proof is required.
Police Filing / Collection
The representative must satisfy the applicable identity, authorization and exceptional-circumstance requirements when filing with or collecting from the competent authority.
